On Windows Vista/7, it requires admin rights to write to protected registry and folders, so will prompt you for confirmation when running. On Windows XP, you won't get a prompt but you need to be running it as an admin user to write to protected areas.

It should work on Windows XP and up. Not sure about 2000, but I think it should be ok.
