Radeon BIOS Editor is a software which helps you over-/underclocking and tuning your recent ATI video card. Unlike other programs as Rivatuner for example, RBE will provide a modified version of your video card's original BIOS that you can flash upon your video card.
There is no installation required. Just download the RBE.exe and run it. There is just that one single file. No administrative privileges are required to run RBE, whether you use Windows XP or Vista.

Radeon BIOS Editor Main Features
1. Can display and change a lot of information strings inside the BIOS file, including Device ID and vendor ID.
2. Accesses every PowerPlay state and can change GPU clocks, RAM clocks and voltage for each of them seperately.
3. Displays the PowerPlay structure of the BIOS.
4. Also displays the voltages the card can make use of.
5. Can graphically display and modify four different fan controllers in a very comfortable way and automatically figures out which controller is used for a particular BIOS.
6. RBE modifies the Overdrive signature of a BIOS to enable a higher overclocking limit. Signatures can also be extracted and saved to a file.
7. Will make the annoying spin up bug some cards have vanish.
8. Enables superior PowerPlay.
9. Contains a profile editor for accessing hidden CCC panel features.
10. Acquires and flashes BIOSes all from within RBE using the built-in WinFlash interface.
