PerfWatch is a simple application designed to display the internal load on the processor or processors of the system. Check your CPU's usage with this tool.
The display of the Windows Task Manager is in most cases significantly higher, since it indicates the workload at the level of the operating system. This includes the times when utilization, in which the processor waits internally, for example, on a main memory access.
PerfWatch however only displays the time that the processor does work effectively, the internal waiting time does not count. It is taking over the "net-working" without breaks.
