Bureaucracy is an original card game in which you must promote and demote rows of cards by playing cards above or below such rows. A full help file, including a playing guide, is included.

The goal of 'Bureaucracy' is to clear all cards from the deck, discard pile, and playing area. This is accomplished by creating rows, and 'promoting' and 'demoting' these rows by placing cards of higher, and lower values below and above them, respectively.
